Transfers, Sub-letting, Exchanges, Assignations, Lodgers and Other Landlords If, as a tenant, you want to move to another WHA house, this is called a transfer. If you want to swap houses with another tenant of WHA, Renfrewshire Council, another housing association or council, this is known as a mutual exchange. Transfers People, for many reasons, require to move home at some stage in their life. Internal transfers are an integral part of our Allocations Policy. We also require to take account of the terms of the Disability Discrimination Act, in assisting our tenants to access housing which is suitable for their specific needs. We will consider any transfer applicant who wishes to be rehoused, in accordance with our Allocations Policy. A certain proportion of our lettings, each year, is reserved for existing tenants who wish to transfer. In order for a transfer to proceed you must leave your home in good condition i.e. all necessary repairs have been carried out. Where rent arrears exist, you must have: An inspection of your home will be conducted by our Housing and Maintenance Officers, who will advise you of anything required of you, prior to your move being permitted. Sub-letting Should you plan to be away from your home for a period of time and wish to rent it to someone else, you must obtain the Association's permission. Consideration will be given to the terms of the proposed sub-let, before agreement will be given. The maximum period for a sub-let will normally be 6 months. You will remain responsible for ensuring that the rent is paid and that your sub-lessee keeps to all the tenancy conditions. The tenancy agreement that you propose for your sub-tenant, must be approved, in advance, by the Association. Mutual Exchanges We will consider requests from tenants who wish to apply for a mutual exchange with either a tenant of the Association, Council or other Social Landlord, in accourdance with our Allocations Policy. Mutual exchange application forms can be obtained from our Download Section. There is also a national mutual exchange scheme called HOMESWAP, which endeavours to match up applicants’ requirements. This is independent of the Association, but can be accessed via the internet as follows; www.home-swap.co.uk/ Assignations Tenants can ‘assign’ or pass the tenancy of their house to another party with our consent, if it can be demonstrated that the house has been the assignee’s only or principal home for at least 6 months beforehand. The Association's permission must be obtained. We will consider the circumstances, under which the proposed assignation is to take place and, providing it will not lead to overcrowding or other tenancy problems, we will normally grant permission. Lodgers You must ask for written permission to take in a lodger. Permission will normally be given, as long as this does not lead to overcrowding. Other Landlords It can be difficult, given the limited number of properties held by the Association, to respond quickly to transfer requests. You may find other landlords, particularly the Council, are able to offer you suitable alternative housing, in the areas of your choice, more quickly than we can. It is important, therefore, that you contact other landlords in those areas where you wish to be rehoused. Our customer services team can provide you with details of other local landlords.
